here is marijuana arrests by administration from nixon to obama. this is one of the things about the war on drugs, it goes up and up. through 2010, it's down quite a bit in the obama administration, that's at the federal level. if you look at the local level, it goes up and up. a question is, are we going to see this, if this is the solution to the kind of impacts that we have seen on the war on drugs, are we going to see in colorado and washington this be the solution to that? >> i'm not convinced. there are two important points to make about the arrest. the first is yes, 750,000 a year are arrested on marijuana charges. they are not sentenced. fewer than 400 people are in state or federal prison for marijuana possession alone. it should be zero. it's not the prison clearing solution. >> let me make one point about that. >> this is something that comes out of the work. misdemeanor arrests are a way of marking, particularly young african-american and latino people. even if they don't end up in prison, you bear the mark of the criminal justice syste
